The way I ensure that I have this available is by stocking up my supplies every time I reach a level ending in 5. For example, I stock my supplies up at level 15, 25, 35, 45 and so on. Doing this ensures you never need to waste time by waiting for mana and health to return. By having food and water on hand you can get yourself back in the game and leveling again in the fastest possible time.
When you start on a new server with a new character, things can be slow and tough to begin with. One thing I do is to choose mining and skinning as my professions. I do this because when I start grinding I get 2 bonuses; experience points and extra loot.
In order to become a better, stronger player in WoW you need to level up. I have experimented a lot with different ways to level up and what I find works best to do lots of quests and little grinding. As a general rule I try to spend ten percent of my time grinding and ninety percent of the time questing. If you do this you will level much faster in the end.
Another little thing I do that is easy to forget is to ensure that my armor and weapons are in the best state possible each time I go out to battle. Doing this will mean you are better prepared for whatever awaits you.
